தமிழகத்தில், டிஆர்பி மூலம் தேர்வு தேர்வு செய்யப்பட்ட சிறப்பாசிரியர்களுக்கு இம்மாத இறுதிக்குள் பணி நியமன ஆணைகள் வழங்கப்படும் என பள்ளி கல்வித் துறை அமைச்சர் கே.ஏ. செங்கோட்டையன் தெரிவித்தார்.
விருதுநகர், ஆமத்தூர் அருகே தனியார் பொறியியல் கல்லூரியில், எட்டு மாவட்டங்களை சேர்ந்த 322 பதின்ம பள்ளிகளுக்கு தற்காலிக தொடர் அங்கீகாரம் வழங்கும் நிகழ்ச்சி வியாழக்கிழமை நடைபெற்றது. இதில், சிறப்பு விருந்தினர்களாக அமைச்சர்கள் கே.ஏ. செங்கோட்டை யன், கே.டி. ராஜேந்திர பாலாஜி ஆகியோர் கலந்து கொண்டனர்.
பின்னர் அமைச்சர் கே. ஏ. செங்கோட்டையன் செய்தியாளர்களிடம் கூறியதாவது, இந்தியாவிலே முதன் முறையாக தமிழக பள்ளிக் கல்வித் துறையில் மாணவ, மாணவிகளுக்கு ஏற்படும் சந்தேகங்களை யூடியுப் முறையில் தீர்க்க நடவடிக்கை மேற்கொள்ளப்பட்டுள்ளது.
அரசு ஆசிரியர் தேர்வாணையம் (டிஆர்பி) மூலம் தேர்வு செய்யப்பட்ட சிறப்பாசிரியர்களுக்கு இம்மாத (அக்.) இறுதிக்குள் பணி நியமன ஆணை வழங்கப்படும். மேலும், பள்ளிகளில் காலியாக உள்ள 1,942 ஆசிரியர் பணியிடங்களை பெற்றோர் ஆசிரியர் கழகம் மூலம் மாவட்ட முதன்மை கல்வி அலுவலர் நிரப்ப உத்தரவிடப்பட்டுள்ளது.
பள்ளிகளில், 70 சதவீதம் ஆசிரியைகள் பணி புரிவதால் பிரசவ காலங்களில் ஏற்படும் விடுப்புகளுக்கு மாற்று ஏற்பாடுகள் செய்யப்பட்டு மாணவர்கள் கல்வி திறன் பாதிக்காத வகையில் நடவடிக்கை மேற்கொள்ளப்பட்டுள்ளது. குறைந்த மாணவர்கள் உள்ள பள்ளிகளை மூடும் எண்ணம் அரசுக்கு இல்லை.
இதற்கு மாற்றாக பெற்றோர் ஆசிரியர் சங்கத்தின் மூலம் மாணவர்கள் எண்ணிக்கையை அதிகரிக்க அறிவுறுத்தப்பட்டுள்ளது. ஒரு வாரத்தில் நடுநிலைப் பள்ளி வளாகத்தில் செயல்பட்டு வரும் அங்கன்வாடி மையங்களை மழலையர் வகுப்புகளாக ( யூகேஜி. எல்கேஜியாக) மாற்றி குழந்தைகளுக்கு சிறப்பாக ஆங்கிலம் மற்றும் தமிழ் கற்றுக் கொடுக்கப்படும். ஒரு காலத்தில் பள்ளிகளுக்கு அங்கீகாரம் பெற கடினமான சூழ்நிலை இருந்தது.
ஆனால், தற்போதைய அரசு, உங்களை தேடி வந்துஅங்கீகாரம் தருகிறது. பதின்ம பள்ளிகளுக்கு இன்று குரு பெயர்ச்சி.
மேலும் அரசு பள்ளிகளுக்கும், அதிமுக அரசுக்கும் எப்போதும் குரு உச்சம் தான். அக்டோபர் 7 ஆம் தேதி (ஞாயிற்றுக்கிழமை) பலத்த மழை பெய்யும் என அறிவிக்கப்பட்டுள்ளதால், சூழ்நிலையை பொறுத்து நடவடிக்கை மேற்கொள்ள மாவட்ட ஆட்சியர்களுக்கு முதல்வர் உத்தரவு பிறப்பித்துள்ளார் என்றார் அவர்

சிறப்பாசிரியர் தேர்வு முடிவுகடந்த ஓராண்டுக்கு முன்பு நடத்தப்பட்ட சிறப்பாசிரியர் தேர்வு, ஆசிரியர் தகுதித்தேர்வு உள் ளிட்ட தேர்வுகளின் அறிவிப்புகள் வெளியிடாதது குறித்து அமைச் சரிடம் கேட்டபோது, “சிறப்பாசிரியர் தேர்வு முடிவுகள் 2 வாரத்தில் வெளியிடப்படும்.
தற்போது ஆசிரி யர் தேர்வு வாரியம் நடத்தும்தேர்வு களில் மாணவர்களின் விடைத்தாள் கள் (ஓஎம்ஆர் ஷீட்) தனியார் நிறுவனங்கள் மூலமாகஸ்கேன் செய்து மதிப்பீடு செய்யப்பட்டு தேர்வு முடிவுகள் வெளியிடப் படுகின்றன. அரசு பாலிடெக்னிக் தேர்வின்போது மதிப்பீட்டில் தவறு நடந்தது கண்டுபிடிக்கப்பட்டதால் இனிமேல் ஆசிரியர் தேர்வு வாரி யமே சொந்தமான உரிய சாத னத்தை வாங்கி பணிகளை மேற் கொள்ளலாம் என முடிவுசெய்துள் ளோம்.
இத்தகைய காரணங்களால் தான் தேர்வு முடிவுகளை வெளி யிடவும் புதிய தேர்வுகளுக்கான அறிவிப்புகளை வெளியிடவும் காலதாமதம் ஆகிவிட்டது. விரை வில் புதிய தேர்வுகளுக்கான அறிவிப்புகள் வெளியிடப்படும்” என்றார்.

இதையடுத்து டிபிஐ வளாகத்தில் நேற்று பரபரப்பு ஏற்பட்டது. அரசுப் பள்ளிகளில் காலியாக உள்ள சிறப்பு ஆசிரியர் பணியிடங்களை நிரப்ப கடந்த ஆண்டு ஆசிரியர் தேர்வு வாரியம் நடத்திய போட்டித் தேர்வு முடிவுகள் மீது வழக்கு நடந்தது.அதனால் தேர்வு முடிவுகள் நிறுத்தி வைக்கப்பட்டது.

அரசு பள்ளிகளில், ஓவியம், தையல், இசை மற்றும் உடற்கல்வி பாடங்களில் காலியாக உள்ள, 1,325 ஆசிரியர் பணியிடங்களுக்கு, 2017 செப்., 23ல் தேர்வு நடத்தப்பட்டது.

சிறப்பாசிரியர் தேர்வில் விதவைகள் மற்றும் முன்னாள் ராணுவத்தினருக்கு சான்றிதழ் சமர்ப்பிக்க நான்கு வாரங்கள் அவகாசம் அளிக்கப்பட்டுள்ள நிலையில், தமிழ்வழியில் படித்தவர்களுக்கு அத்தகைய காலஅவகாசம் தராமல் ஆசிரியர் தேர்வு வாரியம் பாரபட்சம் காட்டுவதாக குற்றச்சாட்டு எழுந்துள்ளது.
தையல், ஓவியம், இசை, உடற்கல்வி ஆகிய சிறப்பாசிரியர் பதவிகளுக்கான தற்காலிக இறுதி தேர்வுப்பட்டியலை ஆசிரியர் தேர்வு வாரியம் கடந்த அக்டோபர் 12-ஆம் தேதி வெளியிட்டது. அதில், பொதுப்பிரிவு மற்றும் இடஒதுக்கீட்டுப் பிரிவுகளில் (பிசி, எம்பிசி, எஸ்சி, எஸ்டி) ஆதரவற்ற விதவைகள் மற்றும் முன்னாள் ராணுவத்தினருக்கான இடங்கள் நிரப்பப்படாமல் ஒதுக்கீடு (Reserved) என்ற பெயரில் வைக்கப்பட்டுள்ளன.
இந்நிலையில், கடந்த 14-ஆம் தேதி சென்னையில் நடந்த குழந்தைகள் தினவிழாவின்போது செய்தியாளர்களிடம் பேசிய பள்ளிக்கல்வித்துறை அமைச்சர் கே.ஏ.செங்கோட்டையன், வேறு மாநிலங்களில் படித்தவர்கள், முன்னாள் ராணுவத்தினர், ஆதரவற்ற விதவைகள் ஆகியோர் சம்பந்தப்பட்ட கோட்டாட்சியர் அல்லது சார்-ஆட்சியரிடம் உரிய சான்றிதழைப் பெற்று ஆசிரியர் தேர்வு வாரியத்தில் சமர்ப்பிக்க 4 வாரங்கள் காலஅவகாசம் அளிக்கப்பட்டிருப்பதாகவும் இதுதொடர்பாக சம்பந்தப்பட்ட தேர்வர்களுக்கு தனித்தனியே தகவல் தெரிவிக்கப்பட்டிருப்பதாகவும், குறிப்பிட்ட காலக்கெடுவுக்குள் அவர்கள் சான்றிதழைச் சமர்ப்பிக்கவில்லை எனில் அவர்களுக்கு ஒதுக்கப்பட்ட இடங்கள் பொதுப்பிரிவுக்கு மாற்றப்பட்டு நிரப்பப்படும் என்று தெரிவித்திருந்தார்.
அமைச்சரின் இந்த அறிவிப்பு தையல், ஓவிய பாடப்பிரிவில் தமிழ்வழி ஒதுக்கீட்டில் பயின்ற தேர்வர்களை அதிர்ச்சி அடையச் செய்துள்ளது. இது முற்றிலும் பாரபட்சமான நடவடிக்கை என்றும் அவர்கள் குற்றம் சாட்டியுள்ளனர்.
இதுகுறித்து தேர்வர்கள் கூறியதாவது:-
டிடிசி-க்கு முந்தைய தேர்வான உயர்நிலை (ஹையர் கிரேடு) தேர்வுக்கு தமிழ்வழி சான்றிதழ் வழங்க இயலாது என்று அந்தத் தேர்வை நடத்திய அரசு தேர்வுத்துறை தெரிவித்துள்ளது. இவ்வாறு குறிப்பிட்டு எங்களுக்கு எழுத்துப்பூர்வமாக சான்று அளிக்கப்பட்டுள்ளது.
விதவைகள் மற்றும் முன்னாள் ராணுவத்தினர் பிரிவில் மட்டும் ஒதுக்கீடு என்ற பெயரில் குறிப்பிட்ட இடங்களை ஒதுக்கி வைத்துவிட்டு அதன்கீழ் தேர்வானோர் சான்றிதழை சமர்ப்பிக்க 4 வாரங்கள் காலஅவகாசம் அளித்துள்ளனர்.

2017-ம் ஆண்டு 632 உடற்கல்வி ஆசிரியர்கள் தேர்வு செய்யப்பட்டதை ஐகோர்ட் மதுரை கிளை ரத்து செய்து செய்து உத்தரவிட்டுள்ளது. தேர்வுக்கான அரசின் அறிவிப்பாணை முறையாக இல்லை என்று நீதிமன்றம் கருத்து தெரிவித்துள்ளது.
நெல்லையை சேர்ந்த எஸ்.மலர்விழி உள்பட 15 தேர்வில் முறைகேடு என்று உயர்நீதிமன்ற மதுரை கிளையில் வழக்கு தொடரப்பட்டது. உடற்கல்வி ஆசிரியர் பணி எழுத்து தேர்வில் வெற்றி பெற்றும் வேலையில் சேர்க்கவில்லை என்றும், தன்னை விட குறைவான மதிப்பெண்கள் பெற்றவர்கள் உடற்கல்வி ஆசிரியராக தேர்வாகியுள்ளதாக மனுவில் குறிப்பிட்டிருந்தனர்.
தான் படித்த பி.பி.இ. படிப்பு, பி.பி.இ.எஸ். படிப்புக்கு இணை என்று அரசு விதி உள்ளதாக மனுவில் சுட்டிக்காட்டியிருந்தனர். இந்த மனு நீதிபதி ஜெயச்சந்திரன் முன்னிலையில் விசாரணை நடைபெற்று வந்தது.

அரசு பள்ளிகளில், ஆயிரத்து 325 சிறப்பாசிரியர்களை நியமனம் செய்த விவகாரத்தில், குளறுபடிகள் நிகழ்ந்ததாக, சென்னை உயர்நீதிமன்றம் மற்றும் மதுரை கிளையில் பலர் வழக்கு தொடர்ந்துள்ளனர். உயர்நீதிமன்ற மதுரை கிளையில் தொடரப்பட்ட வழக்கில், உடற்கல்வி ஆசிரியர் தேர்வு பட்டியலை ரத்து செய்து உத்தரவு பிறப்பிக்கப்பட்டுள்ளது. இதேபோல், ஓவியம் மற்றும் தையல் பிரிவுகளை சேர்ந்த 50 க்கும் மேற்பட்டோர், சென்னை உயர்நீதிமன்றத்தில் தொடர்ந்த வழக்கு, வருகிற 18 ஆம் தேதி, வழக்கு விசாரணைக்கு வருகிறது. இந்நிலையில், இப்பிரச்சனை குறித்து தீவிரமாக ஆய்வு செய்யப்பட்டு வருவதாகவும், இதற்கான அறிவிப்பு விரைவில் வெளியிடப்படும் என, ஆசிரியர் தேர்வு வாரிய வட்டாரங்கள் கருத்து தெரிவித்துள்ளன. மதுரையைப்போல், சென்னையிலும் தீர்ப்பு வரும் பட்சத்தில், ஒட்டுமொத்த தேர்வு பட்டியலையும் ரத்து செய்துவிட்டு, புதிய தேர்வு பட்டியலை தயாரித்து வெளியிட, ஆசிரியர் தேர்வு வாரியம் திட்டமிட்டுள்ளதாகவும் தகவல் வெளியாகி உள்ளது.
மதுரை மாவட்டம், டி.கல்லுப்பட்டியைச் சேர்ந்த மணிகண்டபிரபு, ஐகோர்ட் மதுரை கிளையில் தாக்கல் செய்த மனு:கடந்த 26.7.2017ல் சிறப்பு ஆசிரியர் பிரிவில் காலியாகவுள்ள 632 உடற்கல்வி ஆசிரியர் பணியிடத்தை நிரப்புவதற்கான அறிவிப்பு வெளியானது. இதற்கான தேர்வில் 70 மதிப்பெண் பெற்றேன். பணி வழங்குவதற்கான சீனியாரிட்டி எனக்கு கிடைத்தது. இதன்படி சான்றிதழ் சரிபார்ப்பில் பங்கேற்றேன். அப்போது, உடற்கல்வி ஆசிரியர் பணிக்கான கல்வியில் உயர்தகுதி பெற்றதற்கான சான்றிதழ் பெறவில்லை என கூறினர்.
ஓராண்டு வகுப்பான இந்த படிப்பு கடந்த 2004ல் கைவிடப்பட்டது என்பதை விளக்கினேன். இதன்பிறகு வெளியான தேர்வானவர்களின் பட்டியலில் என் பெயர் இல்லை. உரிய கல்வித்தகுதி பெறவில்லையென அதில் கூறப்பட்டுள்ளது. உரிய தகுதி இருந்தும் வாய்ப்பு மறுக்கப்பட்டுள்ளது. எனவே, நீதிமன்றம் தலையிட்டு முடிவுகள் அடிப்படையில் மேல் நடவடிக்கை எடுக்க தடை விதிக்க வேண்டும். கவுன்சலிங்கிற்கு என்னை அழைக்கவும், எனக்கு உடற்கல்வி சிறப்பு ஆசிரியர் பணி வழங்கவும் உத்தரவிட வேண்டும்.

இது குறித்து, ‘பள்ளி கல்வி அமைச்சர் செங்கோட்டையன்,முதன்மை செயலர் பிரதீப் யாதவ் ஆகியோர் ஆலோசனை நடத்தி, டி.ஆர்.பி.,யில் சீர்திருத்தம் செய்ய வேண்டும்.’அரசியல் தலையீடுகள் மற்றும் முறைகேடுகளுக்கு இடமின்றி, தேர்வுகள் நடத்துவதை உறுதி செய்ய வேண்டும். இல்லாவிட்டால், டி.ஆர்.பி.,யை கலைத்து விட்டு, டி.என்.பி.எஸ்.சி., வழியாக, பணி நியமனங்கள் செய்யலாம்’ என, கல்வியாளர்கள்கருதுகின்றனர்.காலாவதியான தேர்வுகள்!வேளாண் பயிற்றுனர் பதவியில், 25 காலியிடங்களுக்கு, ஜூலையிலும், அரசு பாலிடெக்னிக் கல்லுாரிகளில், 1,065 விரிவுரையாளர் பணிக்கு, ஆகஸ்டிலும் தேர்வு நடத்துவதாக அறிவிக்கப்பட்டது. அதேபோல், அரசு கலை, அறிவியல் கல்லுாரிகளில், 1,883 இடங்களுக்கு, ஜூனில் தேர்வு மற்றும் சான்றிதழ் சரிபார்ப்பு நடத்தப்படும் என, அறிவிக்கப்பட்டது.
உதவி தொடக்க கல்வி அதிகாரி பதவியில், 57 இடங்களுக்கு செப்டம்பரிலும், ஆசிரியர் தகுதிக்கான டெட் தேர்வு அக்டோபரிலும்நடத்தப்படும் என, டி.ஆர்.பி., தெரிவித்தது. இந்த தேர்வுகள் அனைத்தும் நடத்தப்படாமல், அந்த அறிவிப்பு அட்டவணையே காலாவதியாகியுள்ளது.

நிர்வாக குளறுபடிகள் அதிகரிப்பை தொடர்ந்து, பதவியேற்ற, 10 மாதங்களில், ஆசிரியர் தேர்வு வாரிய தலைவர் மாற்றப்பட்டுள்ளார்.அரசு பள்ளிகள், கல்லுாரிகள் மற்றும் பாலிடெக்னிக்குகள், இன்ஜி., கல்லுாரிகள் உள்ளிட்டவற்றின் ஆசிரியர், பேராசிரியர் பணியிடங்களில்,ஆசிரியர் தேர்வு வாரியமான, டி.ஆர்.பி., வழியாக, புதிய ஆட்கள் நியமிக்கப்படுகின்றனர். போட்டி தேர்வு, பதிவு மூப்பு ஆகியவற்றின் அடிப்படையில், இந்த நியமனம் மேற்கொள்ளப்படுகிறது.
இந்நிலையில், ஐ.ஏ.எஸ்., அதிகாரி, ஜெயந்தி தலைமையிலான, டி.ஆர்.பி.,யின் நடவடிக்கைகள், ஆசிரியர்கள், தமிழக அரசு அதிகாரிகள், உயர்கல்வி துறையினர் மத்தியில், அதிருப்தியை ஏற்படுத்தியுள்ளது.
பணி நியமனங்களில் குளறுபடி, தேர்வுகளில் முறைகேடு புகார், நியமன உத்தரவுகளில் விதி மீறல் என, அடுக்கடுக்கான பிரச்னைகள் நீதிமன்றம் வரை சென்று, டி.ஆர்.பி.,க்கு பெரும் பின்னடைவை ஏற்படுத்தியுள்ளது. பாலிடெக்னிக் தேர்வில் நடந்த முறைகேடு விவகாரம், கிரிமினல் வழக்காக போலீசாரால் விசாரிக்கப்படுகிறது.டி.ஆர்.பி.,யில் நிர்வாக சீர்திருத்தம் ஏற்படுத்த, பல தரப்பிலும் கோரிக்கைகள் எழுந்துள்ளன. டி.ஆர்.பி., தலைவராக பணியாற்றிய, ஐ.ஏ.எஸ்., அதிகாரி, ஜெயந்தி மற்றும் பள்ளி கல்வி அதிகாரிகள் இடையில், யாருக்கு கூடுதல் அதிகாரம் என்ற பிரச்னையும், டி.ஆர்.பி.,யில் அதிகரித்தது.
இதை சமாளிக்க, வட மாநிலங்களில் நடந்த சட்ட சபை தேர்தல் பணிக்கு, டி.ஆர்.பி., தலைவர், ஜெயந்தி அனுப்பப்பட்டார். அங்கிருந்து திரும்பி, மீண்டும், டி.ஆர்.பி., தலைவர் பொறுப்பில், ஜெயந்தி பணியாற்றிய நிலையில், அதிரடியாக இடமாற்றம் செய்யப்பட்டுள்ளார்.மூன்று ஆண்டுகளுக்கு மேல், தொடர்ந்து ஒரே பணியில் இருக்கும் அரசு உயர் அதிகாரிகளை மாற்ற, தேர்தல் கமிஷன் சமீபத்தில் உத்தரவிட்டிருந்தது. இதன்படி, பல்வேறு துறைகளின், ஐ.ஏ.எஸ்., அதிகாரிகளை, தமிழக அரசு, நேற்று முன்தினம் பணியிடம் மாற்றியது.இந்த பட்டியலில், டி.ஆர்.பி., தலைவர், ஜெயந்தியும் இடம் பெற்றார். அவர், தமிழ்நாடு பாடநுால் கழகம் மற்றும் சேவைகள் நிறுவனத்தின், மேலாண்மை இயக்குனராக மாற்றப்பட்டுள்ளார். கடந்த, 2018, ஏப்ரலில், டி.ஆர்.பி., தலைவராக ஜெயந்தி பதவியேற்ற நிலையில், நிர்வாக குளறு படிகளால், 10 மாதங்களில், அந்த பதவியில் இருந்து, அவர் மாற்றப்பட்டுள்ளார்.பதிவுத்துறைஐ.ஜி., மாற்றம் ஏன்?பதிவுத் துறை, ஐ.ஜி.,யாக, ஐ.ஏ.எஸ்., அதிகாரி, குமரகுருபரன், 2017 ஆக., 18ல், பதவியேற்றார். அவர், பதவியேற்றதும், ‘ஆன்லைன்’ பத்திரப்பதிவு முறையை அறிமுகம் செய்தார். ஆன்லைன் இல்லாமல், நேரடியாக சார் – பதிவாளர் அலுவலகங்களில், எந்த விண்ணப்பத்தையும் பெற முடியாத நிலை ஏற்பட்டது.
லஞ்சம் வாங்குவதற்காக, பதிவுக்கு வரும் பத்திரத்தை நிலுவையில் வைப்பது, திருப்பி கொடுப்பது என, ஏதாவது ஒரு முடிவை, சார் – பதிவாளர் எடுக்க வேண்டிய கட்டாயம் ஏற்பட்டது. சார் – பதிவாளர் நிலையில் இருந்து, மாவட்ட பதிவாளர் வரையில், அடுத்தடுத்த அதிகாரிகளுக்கும் வசூல் கிடைப்பது தடைப்பட்டது.இதில், பாதிக்கப்பட்ட அதிகாரிகள், கூடுதல், ஐ.ஜி.,க்கள் துணையுடன், ஐ.ஜி.,யை மாற்ற, அழுத்தம் கொடுத்து வந்தனர். இதன் பலனாக, பதிவுத் துறை, ஐ.ஜி., குமரகுருபரன், பேரிடர் மேலாண்மை இயக்குனராக இடமாற்றம் செய்யப்பட்டுள்ளார். இது, பதிவுத் துறையினரை அதிர்ச்சி அடைய வைத்துள்ளது.

பள்ளிக் கல்வித்துறையில் காலியாக உள்ள உடற்கல்வி ஆசிரியர்கள் பணியிடங்களை நிரப்ப வேண்டும் என்ற மதுரை உயர் நீதிமன்ற கிளை அமர்வின் தீர்ப்பை ெசயல்படுத்த வலியுறுத்தி உடற்கல்வி ஆசிரியர்கள் நேற்று காலை டிபிஐ வளாகத்தில் முற்றுகை போராட்டம் நடத்தினர்.
பள்ளிக் கல்வித்துறை மற்றும் இதர துறைகளில் கடந்த 2012ம் ஆண்டு முதல் 2016ம் ஆண்டு வரை காலியாக உள்ள உடற்கல்வி, தையல், இசை, ஓவியம் ஆகிய சிறப்பு ஆசிரியர்கள் பணியிடங்களுக்கு 2017ம் ஆண்டு போட்டித் தேர்வு நடந்தது. அதில் 35 ஆயிரம் பேர் தேர்வு எழுதினர்.
தேர்வு முடிவுகள் கடந்த ஆண்டு வெளியானது, அதைத் தொடர்ந்து சான்று சரிபார்ப்பும் நடந்தது.
அதன்பேரில் கடந்த ஆண்டு அக்டோபர் மாதம் பணி நியமனத்துக்கான தெரிவு பட்டியலும் வெளியானது. அந்த பட்டியலில் உடற்கல்வி ஆசிரியர்கள் 532 பேர் உள்பட 1080 பேர் தகுதி உடையவர்களாக அறிவிக்கப்பட்டனர்.
ஆனால் பணி நியமனம் என்பது இன்னும் நடக்கவில்லை. இதுதொடர்பாக நான்கு முறை முதல்வர் தனிப் பிரிவில் மனு கொடுக்கப்பட்டது.
இதற்கிடையே, அந்த பணி நியமனம் தொடர்பாக நிலுவையில் உள்ள வழக்கின் மீது மேல்முறையீடு செய்யப்பட்டது. மதுரை உயர் நீதிமன்றக் கிளையில் தொடரப்பட்ட வழக்கில் கடந்த பிப்ரவரி 12ம் தேதி தீர்ப்பு வழங்கப்பட்டது.
அதில் நான்கு வாரங்களுக்குள் 532 உடற்கல்வி ஆசிரியர்களுக்கு பணி நியமனம் வழங்க வேண்டும் என்று நீதிமன்றம் தெரிவித்தது.
தீர்ப்பில் கூறப்பட்ட கால அவகாசம் முடிந்த நிலையில் பணி நியமனம் செய்வதில் சம்பந்தப்பட்ட துறை காலதாமதம் செய்து வருகிறது.
இந்நிலையில், உடற்கல்வி ஆசிரியர்கள் 150 பேர், நுங்கம்பாக்கம் கல்லூரி சாலையில் உள்ள ஆசிரியர் தேர்வு வாரியத்துக்கு வந்தனர். அங்கு முற்றுகை போராட்டத்தில் ஈடுபட்டனர்.
பின்னர் ஆசிரியர் தேர்வு வாரிய தலைவரை சந்தித்தனர். அப்போது, உடற்கல்வி ஆசிரியர்களுக்கான கவுன்சலிங் நடத்தி பணி நியமனம் செய்ய வேண்டும்.
மதுரை உயர் நீதிமன்றக் கிளை அமர்வு வழங்கிய தீர்ப்பை செயல்படுத்த வேண்டும் என்று தெரிவித்தனர். இதுகுறித்து நடவடிக்கை எடுப்பதாக டிஆர்பி தலைவர் தெரிவித்தார்.
இதையடுத்து, உடற்கல்வி ஆசிரியர்கள், தலைமைச் செயலகம் சென்று முதல்வர் தனிப் பிரிவில் மனு கொடுத்தனர்.

கடந்த ஆண்டு ஜூலை மாதம் தமிழகம் முழுவதும் உள்ள அரசு பள்ளிகளில் தையல்மற்றும் ஓவிய ஆசிரியர்களுக்கான 576 பணியிடங்களை நிரப்ப ஆசிரியர் தேர்வு வாரியம், தேர்வு நடத்தியது. இந்த தேர்வில் வெற்றிபெற்ற 80 பேர் தங்களுக்கு தமிழ்வழியில் படித்தவர்களுக்கான 20% இடஒதுக்கீட்டில் பணி வழங்கக் கோரி, சென்னை உயர்நீதிமன்றத்தில் வழக்கு தொடர்ந்தனர்.
இந்த வழக்கை விசாரித்த நீதிபதி, ஆன்லைன் விண்ணப்பப் படிவத்திலும், சான்றிதழ் சரிபார்ப்பு விண்ணப்பத்திலும் தமிழ் வழியில் படித்தவர்கள் என்று குறிப்பிட்டிருந்தவர்களுக்கு மட்டும், 20% இட ஒதுக்கீட்டில் பணி நியமனம் வழங்க உத்தரவிட்டார். மேலும் அவ்வாறு குறிப்பிடாதவர்களுக்கு இந்த இடஒதுக்க்கீட்டில் பணி வழங்கக் கூடாது என்றும் நீதிபதி உத்தரவிட்டார்.

ஆசிரியர் தகுதித் தேர்வினை வரும் ஜூன் மாதம் நடத்த முடிவு செய்துள்ளதாக சம்பந்தப்பட்ட அதிகாரிகள் தெரிவித்துள்ளனர். ஆசிரியர் பணியிடங்களுக்கு ஆசிரியர் தேர்வு வாரியம் மூலம் நடத்தப்படும் டெட்’ எனப்படும் தகுதித் தேர்வில் தேர்ச்சி பெற வேண்டும்.

இந்நிலையில் நிகழாண்டில் ஆசிரியர் தகுதித் தேர்வுக்கான விண்ணப்பப் பதிவு கடந்த மார்ச் 15-ஆம் தேதி தொடங்கி கடந்த 12-ஆம் தேதியுடன் நிறைவடைந்தது. இந்தத் தேர்வுக்கு மாநிலம் முழுவதும் 5 லட்சத்து 90 ஆயிரம் பேர் விண்ணப்பித்தனர். தற்போது தேர்வர்களின் விண்ணப்பங்கள் பரிசீலனை செய்யும் பணிகள் நடந்து வருகிறது. ஜூன் மாதம் தேர்வு நடத்த முடிவு செய்யப்பட்டுள்ளதாகவும், அதற்கான தேதி, காலிப் பணியிடம், பாடத்திட்டம் குறித்த அறிவிப்புகள் இம்மாதம் வெளியிடப்படும் என்றும் அதிகாரிகள் தெரிவித்துள்ளனர்.

சிறப்பாசிரியர் பணி நியமனம் வழங்க வலியுறுத்தி ஆர்ப்பாட்டம்
பள்ளிக் கல்வித் துறை வளாகத்தில் உள்ள ஆசிரியர் தேர்வு வாரிய அலுவலகம் முன்பு தையல்,ஓவியம், இசை ஆகிய பிரிவுகளில் தேர்ச்சி பெற்று இன்னும் பணி நியமனம் வழங்கப்படாததைக் கண்டித்து பாதிக்கப்பட்டவர்கள் திங்கள்கிழமை ஆர்ப்பாட்டம்நடத்தினர்.
சிறப்பாசிரியர்களுக்கான உடற்கல்வி, இசை, ஓவியம், தையல் ஆகிய நான்கு பிரிவுகளின் கீழ் 1,300 பேரை நியமனம் செய்வதற்கான போட்டித் தேர்வு 2017-ஆம் ஆண்டு செப்டம்பர் மாதம் நடைபெற்றது.இந்தத் தேர்வினை 30 ஆயிரம் பேர் எழுதினர். அவர்களில் தகுதி வாய்ந்தவர்களின் பட்டியலை ஆசிரியர் தேர்வு வாரியம் 2018-ஆம் ஆண்டு வெளியிட்டது.
ஆனால், இதுவரை அவர்களுக்கு பணி நியமனம் வழங்கப்படவில்லை.எனவே, தங்களுக்குப் பணி நியமனம் வழங்க வேண்டும் என்பதை வலியுறுத்தி ஆசிரியர்கள் போராட்டத்தில் ஈடுபட்டனர்.அப்போது, தங்களுக்குப் பணி நியமனம் வழங்க வேண்டி பல்வேறு முறை முற்றுகையிட்டு போராட்டம் நடத்தி உள்ளோம். ஆனால், இதுவரை பணி வழங்கவில்லை. இந்த முறையாவது பணி வழங்க வேண்டும் என அவர்கள் வலியுறுத்தினர்.

தகுதியான உடற்பயிற்சி ஆசிரியர்கள் விரைவில் நியமிக்கப்பட உள்ளதாக பள்ளிக் கல்வித் துறை அமைச்சர் கே.ஏ.செங்கோட்டையன் தெரிவித்தார்.
சென்னை தாம்பரத்தில்ஜெய்கோபால் கரோடியா தேசிய மேல் நிலைப் பள்ளியில் ரூ.10லட்சம் செலவில் மத்திய அரசின் நிதி உதவியுடன் அமைக்கப்பட்ட அடல் ஆக்கத்திறன் ஆய்வகத்தை அமைச்சர் கே.ஏ.செங்கோட்டையன் திங்கள்கிழமை திறந்து வைத்து பேசியது:
9 முதல் 12-ஆம் வகுப்பு வரை அனைத்துப் பள்ளிகளும் விரைவில் கணினிமயமாக்கப்படும். தமிழகமெங்கும் முதல்கட்டமாக 7 ஆயிரத்து 500 அரசு பள்ளிகளில் 6, 7 8 ஆகிய வகுப்புகளில் ஸ்மார்ட் வகுப்பு வசதிகள் மேம்படுத்தப்படும். வகுப்பறைகளில் உள்ள கரும்பலகைகள் அகற்றப்பட்டு நவீன தொடுதிரை சாதனம் பொருத்தப்பட உள்ளது. வகுப்பில் நடத்தப்படும் பாடங்களை மாணவர்கள் வீட்டில் யூ டியூப் மூலம் மீண்டும் தெரிந்துகொள்ளும் வசதிகள் செய்து தர திட்டமிடப்பட்டுள்ளது. அடுத்த 3 மாதங்களில் 6 லட்சம் இலவச மடிக்கணினிகள் வழங்கப்படும்.
ஆசிரியர் தகுதி வாரியத்தின் சார்பில் அண்மையில் நடத்தப்பட்ட தேர்வில் இணையதளச் சேவையில் ஏற்பட்ட கோளாறு காரணமாக, தேர்வு எழுத முடியாமல் போனவர்களுக்கு விரைவில் மறுதேர்வு நடத்தப்படும். மத்திய அரசின் நிதிகளை பெற்று தமிழகத்தில் கல்வி துறை மிகச் சிறப்பாக செயல்பட்டு வருகிறது. அரசு மற்றும் அரசு உதவி பெறும் பள்ளிகளில் உள்ள ஆசிரியர் பற்றாக்குறை காரணமாக, பெற்றோர் ஆசிரியர் கழகம் சார்பில் மாதம் ரூ.10, 000 ஊதியத்தில் ஒப்பந்த அடிப்படையில் ஆசிரியர்களை நியமித்துக் கொள்ள உத்திரவு பிறப்பிக்கப்பட்டுள்ளது. உடற்பயிற்சி ஆசிரியர்களும் அதே அடிப்படையில் நியமித்துக் கொள்ள அனுமதி வழங்கப்பட்டுள்ளது. தகுதியான உடற்பயிற்சி ஆசிரியர்கள் விரைவில் நியமிக்க நடவடிக்கை மேற்கொள்ளப்படும் என்றார் அமைச்சர் கே.ஏ.செங்கோட்டையன்.
